Job Resposibilities
1. Lead & Manage Tendering
• Lead and oversee the entire tendering process, from preliminary assessment to final submission.
• Collaborate with the Business Development team to assess tender opportunities and align with company objectives.
• Ensure the preparation of technical proposals and solutions that meet client specifications.
• Supervise tender cost calculations and determine competitive pricing strategies.
• Approve and finalize tender submission documents to maximize winning potential.

2. Project Costing & Procurement
• Oversee and control project costing and margin analysis to ensure financial viability.
• Approve purchase orders (PO) related to project procurement, ensuring cost-effectiveness.
• Lead negotiations with suppliers, vendors, and subcontractors to secure optimal terms.
• Monitor and evaluate sourcing strategies for labour and materials to support project execution.

3. Ongoing Project Management
• Oversee the management and processing of project variation orders (VO).
• Ensure timely preparation and submission of project claims
• Provide guidance to the team in resolving tender-related and project execution challenges.

4. Coordination & Stakeholder Management
• Act as the key liaison with consultants, contractors, and internal teams to streamline project execution.
• Work closely with the Quantity Surveying (QS) and KL Tender teams, providing technical support when necessary.
• Foster a collaborative working environment to enhance efficiency and success in tendering operations.

5. Reporting & Performance Monitoring
• Oversee the preparation and updating of monthly reports on progress claim submissions versus forecasted claims.
• Analyse key performance metrics to assess tender success rates and identify areas for improvement.
• Develop strategic initiatives to improve the department’s efficiency and bidding competitiveness.


Job Requirements
• Minimum Diploma or Degree in Quantity Surveyor, Supply Chain Management, Procurement, Business Administration, Engineering, or equivalent
• Minimum 5 years of working experience in Tender, Quantity Surveyor, Procurement or Supply Chain
• Must be willing to work in Penang (Jelutong)
• Experience in project-based, construction, ELV, ICT, or infrastructure environments is an advantage
• Able to work independently with guidance
• Able to manage multiple procurement tasks within deadlines
• Able to interpret budgets, cost breakdowns, and basic financial controls
• Good knowledge of procurement processes and sourcing practices
